I’ve heard of that happening, but fortunately haven’t experienced it. I’ve also seen reports of people getting refunds for at least some of their donuts when they were genuinely lost and you can read about one of those here: http://answers.ea.com/t5/The-Simpsons-Tapped-Out/Doughnuts/m-p/397578#U397578

This is the official EA position on hat, taken from the game FAQ at: https://help.ea.com/article/the-simpsons-tapped-out-faq

1. How am I charged for donuts?
You are billed/charged the same way for any other purchase on your iPhone/iPod; through your iTunes account. If you have any billing disputes or questions, please contact Apple.

2. I purchased something in-game, but I cannot see it. What happened?
In some you may need to exit the game and restart it to access your new content. If that doesn’t work, try turning off your device and restarting it.

3. I still can’t see my donuts. What next?
You can visit the FAQ sections at http://www.apple.com/support/itunes/store/games/ and contact Apple for any billing issues.

Before you do, be really sure, though, that you didn’t accidentally use donuts to speed up a task. I’ve lost a few that way? (I agree with the people who’ve said an “Are you really sure” prompt is needed to stop you from doing this.)
